The AI Office, after consulting the Board, may evaluate a general-purpose AI model where information under Article 91 is insufficient, or to investigate Union-level systemic risks. The Commission may appoint independent experts and may request access through APIs or other technical means, including source code. Access requests must state their legal basis, purpose and deadline, and note the fines for failing to provide access. The AI Office may first hold a structured dialogue with the provider.
