The scientific panel of independent experts may send the AI Office a qualified alert when it suspects that a general-purpose AI model poses a concrete, identifiable Union-level risk or meets the threshold for systemic-risk classification. On receiving such an alert, the Commission, acting through the AI Office and after informing the Board, may use its investigative powers to assess the matter. The alert must be reasoned and set out the supporting facts.
