Supervision and enforcement of the general-purpose AI model rules (Chapter V) rest solely with the European Commission, which delegates the work to the AI Office and must respect operators' procedural safeguards. National market surveillance authorities cannot enforce these GPAI obligations themselves, but may ask the Commission to act where doing so is necessary and proportionate to their own duties under the AI Act.
