The Commission establishes a scientific panel of independent experts to support enforcement, especially on general-purpose AI models, by flagging systemic risks, helping build evaluation methods and benchmarks, and advising on model classification. Members are chosen for AI expertise, independence from AI providers, and objectivity. The panel also assists market surveillance authorities on request. It advises and supports the AI Office rather than exercising enforcement powers itself.
