Where harmonised standards are missing, delayed, inadequate or rejected by standardisation bodies, the Commission may adopt common specifications that high-risk AI systems and general-purpose AI models can follow to be presumed compliant. Providers who instead choose different technical solutions must justify that these meet the requirements at least as well. Once a suitable harmonised standard is published, the Commission repeals the overlapping specifications, and Member States may flag specifications they consider inadequate.
