The Commission may update the Annex III list of high-risk uses through delegated acts. Additions must fall within an area the annex already covers and pose a risk to health, safety or fundamental rights at least equal to entries already listed, judged against criteria such as autonomy, dependence, vulnerability and reversibility. Removal requires both that the significant risk has gone and that overall protection is not reduced. The article shapes how the list evolves; it places no duty on operators.
