The Commission sets uniform rules, through implementing acts, for how AI regulatory sandboxes are established, run and supervised, covering eligibility, application steps, sandbox plans and exit reports. Access must be open, fair and free of charge for SMEs and start-ups, with authorities deciding on applications within three months. The aim is consistency across the Union while still leaving national authorities room to adapt sandbox operation to local conditions.
