Providers and deployers must ensure the people operating or using their AI systems on their behalf have enough understanding of the technology. The required level is judged against each person's knowledge, experience and training, the setting of use, and those affected by the system. This is a best-efforts duty rather than a fixed curriculum. It has applied since 2 February 2025, though it is not itself directly fined.
