The Act reaches providers and deployers connected to the Union market, including those outside the EU whose system outputs are used inside it, plus importers, distributors, product manufacturers and authorised representatives. Data-protection, consumer, product-safety and worker-protection rules continue alongside it. It does not cover national security, military or defence purposes, matters outside Union law, pure research and pre-market development, or purely personal non-professional use. Free and open-source systems are exempt unless high-risk or caught by Articles 5 or 50.
