Some practices are banned: harmful manipulation or exploitation of vulnerability, social scoring, predicting crime from profiling, untargeted facial-image scraping, emotion inference at work or school, and biometric categorisation revealing sensitive traits. Live public biometric identification for policing is barred unless a Member State authorises it in law, for narrow objectives, with prior judicial approval, a rights impact assessment and registration. A further ban on systems generating non-consensual intimate or child sexual abuse imagery applies from 2 December 2026.
