Each Member State must designate or set up at least one notifying authority to assess, appoint, and monitor the bodies that carry out conformity assessment. A national accreditation body may take on this role. The authority must stay free of conflicts of interest, keep its decisions objective, and separate those who assess a body from those who decide on its notification. It may not sell assessment or consultancy services, must protect confidential information, and needs enough qualified staff.
