The Commission may fine providers of general-purpose AI models that intentionally or negligently break the rules, ignore information requests, refuse a requested measure, supply misleading information, or deny access needed to evaluate a model. Fines reach up to 3% of worldwide annual turnover or EUR 15 million, whichever is higher. The Commission must share preliminary findings and hear the provider first, and the Court of Justice can review any fine.
