The European Parliament adopted the Digital Omnibus on AI on 16 June 2026, and the Council gave final approval on 29 June. After months of negotiation the package is now law in substance, pending only its appearance in the Official Journal.
The headline change is the high-risk calendar. Obligations for standalone Annex III systems move to 2 December 2027, and for AI embedded in Annex I products to 2 August 2028. Both original dates — 2 August 2026 and 2 August 2027 — are superseded, not deleted.
What did not move matters more for the next few weeks. Transparency duties, general-purpose AI enforcement, governance and the penalties regime all still arrive on 2 August 2026. Reading the reform as a general pause is the error that will catch firms out.
