PTS proposed as coordinating MSA and SPOC; distributed sectoral model

The Swedish Government Official Report SOU 2025:101, published October 2025, proposes the Swedish Post and Telecom Authority (Post- och telestyrelsen, PTS) as the main coordinating market-surveillance authority and single point of contact, within a distributed model of eleven market-surveillance authorities and two notifying authorities. IMY (the data protection authority) and Finansinspektionen are among the sectoral MSAs; IMY has argued in consultation that it should hold sole responsibility for prohibited practices under Art. 5. The enabling law is targeted to take effect by 2 August 2026 and is not yet enacted.
