Standards on the fast track: JTC 21's Q4 target and what conformity presumes

CEN-CENELEC is skipping formal votes to land the first harmonised standards this year.

CEN-CENELEC's JTC 21 is working under a fast-track agreed by the Technical Boards in October 2025: on a positive enquiry vote, the separate formal vote is skipped, and a small drafting group is finishing the most-delayed items. The target is a first wave available in Q4 2026.

The work items map to core high-risk articles — risk management, data governance, quality management, human oversight, accuracy and robustness. The QMS standard closed its enquiry in January 2026 and is among the leading candidates.

One distinction governs how any of this helps a compliance team. A standard published by CEN-CENELEC does not grant presumption of conformity. Only a citation in the Official Journal does, and that is a separate, later Commission step.
